Okay, so now we know from the Draft Finance Bill how the Levy will work for the 2% of companies with a payroll over £3m +.  The consultation document suggested that all companies would be expected to pay towards the cost of apprenticeships, with the non-levy payers paying around a third of the cost and the provider drawing down the remainder from BIS/SFA.  Is that still on?  Or is the jury still out?

Best idea I’ve heard is that everyone pays (ensuring apprenticeships are adequately funded, finally) but SMEs who employ 16 to 18 year olds who complete on time get their money back.  That gives everyone an incentive to make sure learners receive good quality training and complete their course.
